This is as good an illustration as any of the police's role in society, as perceived by themselves.

The police appear to work from two assumptions :

1 The public is stupid and potentially criminal. They are to be to regarded primarily as a threat, and therefore intrusive control and surveillance measures are justified in the interests of "Public order". Any complaint made by an individual member of the public against "The Establishment" is to be dismissed as trivial, vexatious, or subversive.

2 The Establishment (Corporates, local and national government agencies, the press) is to be regarded as beyond reproach. Any and all actions taken by them are to be regarded as being in the interests of the "State" or "Realm". Any suggestions of criminality by them is to be suppressed. The Establishment is not to be subjected to control or surveillance. Any complaint by the Establishment against a member of the public will be acted on without question.

(These were the very views expressed to me a while ago by a police officer. He wasn't particularly bright, nor very senior, so I'm satisfied that he was being quite candid in his description of his duties, as he understood them).

The police will always put the interests of The Establishment before the public. Was it ever different ?

Has anything changed in the last 4 (6?) years? The police won't investigate and everyone else tells you to start with the police, and then ignore you.

I've had exactly that experience - made a complaint to the CEO of a London company about their criminal interception of communications between my visitors and my websites, and instead of replying to me, they contacted my local provincial police force and I found myself being visited by my local police in response to a contact from that company. IPCC upheld my complaint as did local force. The assumption was clearly that I as an ordinary citizen was the problem and needed to be contacted (apparently I was being a "nuisance" to the CEO by sending him an email alleging criminal behaviour) and presumably persuaded to behave myself, and that the company was the innocent party who needed to be protected.

Needless to say, no one picked up on my original complaint about the interception of communications.

In over four years I've never managed to have a complaint about a criminal act of interception by a company involved in internet communications taken seriously until very recently, and I'm still awaiting the outcome of that one - although it has gone very very quiet.

Thank you for your reply.

Your reply ends with,
"I trust this addresses your concerns"

Well actually it doesn't. I am still awaiting a meaningful reply from my local police force GMP who told me my complaint was a matter of the terms and conditions of BT.

What a load of intentional time wasting rubbish. I have contacted the officer concerned twice since that insulting reply and am still waiting for a further reply. It appears to myself and others that the authorities have no intention of enforcing any RIPA complaint made against any commercial enterprise by a member of the public.

This is not the first time the advice to contact the police has been given by the Home Office, whom I suspect know perfectly well that will be the end of the matter as the complaint will be bogged down, ignored and then forgotten by the police leaving the public with no redress whatsoever.

Oh! bye the bye is Mr J. Fanshaw a real person or are we dealing in psuedonyms again? If so put me down as,

Disgusted with my government

Has anyone, at all, even one of the 60m in th UK ever had any success here? Granted 60m have not complained, but any that do get zilch. Getting any progress at all seems to make you the exception Rev. :)

I'm at the "CID are carrying out an investigation" stage. That was from autumn 2011 and relates to the non-consensual interception and scanning of emails by my ISP and their email provider, in order to assist in the delivery of value added services. (BT and Yahoo! UK)

I've just sent a follow-up to enquire how they are getting on with the investigation.
