Certainly looks new, although the notes suggest it's just modified from something else.

I can't turn anything up on the name Vladimir Kachalov, except perhaps this:

but he doesn't seem to be in the right league.

tess.ru appears to just be a postal domain - no web site (the site at http://tess.ru is just a hosting company holding site).

Ah well, I'll add it to PhormCheck as 78.109.22.144/29
